Kansas City Council Lady Deb Hermann is doing her best to regain her status as the front runner in The Upcoming Mayoral race . . . This morning, her campaign sent out an insightful missive regarding local crime and murder.

OVER THE PAST FOUR YEARS KANSAS CITY HOMICIDES HAVE BEEN EXPERIENCING AN UPWARD TREND SO IT'S IMPORTANT FOR EVERY MAYORAL CANDIDATE TO ADDRESS THIS PROBLEM DIRECTLY!!!

Deb does a nice job and speaks to the issue from her perspective as a neighborhood and community leader.

There have been some questions about Hermann's ability to relate to some of the more urban (i.e. minority) sections of Kansas City South of the River (i.e. most of Kansas City) but I think these ideas about community policing and the strategic use of resources will satisfy local leaders.

Remember last election Mayor Funky spoke of useless academic "broken windows" theory that he was never able to put into practice and violent crime and homicide spiked during his clueless tenure.

Hermann's suggestions, along with those of so many other candidates seem far more practical and rely on real experience working within the context of local government. Obviously, Mayor Funky's City College professor mentality was incapable of accomplishing anything significant in terms of reducing violent crime and murder.

CHECK DEB HERMANN'S STATEMENT ON KANSAS CITY'S MURDER RATE FOR YOURSELF . . .

“99 murders in 2010.” The headline is cold and abstract, but the impact on families and neighbor-hoods is horrifically real. Murders — and even lesser crimes—leave a trail of anger, fear and helplessness.

Focusing resources on crime's aftermath rather than its causes places the entire burden of fighting crime and disorder on the police, the courts and the schools for crime that we call prisons. In 1994, we launched a quiet revolution called Community Policing, a team approach, with police, code officers, and community people working together to cure underlying disorder.

Community Policing takes time, patience, and a lot of communication. But it works!

 The East CAN (Community Action Network) Center helped quell school violence and bond police officers with kids. The Westside CAN Center solved longstanding problems with immigration, youth gangs and parental involvement. The 49-63 and Blue Hills CAN Centers shut down drug houses and put dealers in jail. In my neighborhood, the Gracemor CAN Center sparked an outbreak of self-sufficiency. The police presence lured fearful seniors out of their houses to mentor kids, form an intergenerational choir, and start programs for shut-ins.

Lessons from the Community Policing experience:

*Police partnerships with neighborhoods break down old barriers that often thwart police effectiveness.

*Targeting government, police and community re-sources to hot spots breaks insurmountable problems into surmountable pieces, awakens democracy, and turns neighborhoods around.

*Community engagement helps people make connections, change minds, and build confidence and sustainability.

*Making government and community more accountable to each other builds trust.
Community policing arms communities with a tool to fight the conditions that make violence seem like the only option. It also makes good sense. It is effective and efficient. Effective because it gets to the causes of intractable community problems. Efficient because it harnesses the incomparable energy of ordinary citizens to take charge of their neighborhoods.

Will Community Policing Will Community Policing reduce the murder scorecard to zero? Probably not.

But every life saved is an investment in a better future for all of us.

  3. For anon 6:18am, There hasn't been any actual community policing done in KCMO in many many years. And as a result, there is no trust or relationships between the KCPD and the black community, which is a major reason why they get no information from residents which is in turn a major reason the clearnace rate on murders this year is only 40%. The rate in KCK is 70%.
    As Deb Hermann correctly states, building realtionships and community policing is hard work and, although many of the patrol officers are frustrated with the positions they are put in every day and would welcome much greater cooperation from residents, the folks who "run" the police department are more interested in PR gimmicks and window dressing which make believe they're actually doing something different, when in fact they simply react to each incident as it occurs. The notion that KCMO has any kind of community policing (except for WestCAN) is a perfect example of their ability to regularly hoodwink the public.
    Kudos to Deb Hermann for getting out in front on this and thanks to TKC for encouraging a much greater public awareness of this issue and its potential solutions and for demanding that candidates, elected, and appointed officials give the issue of public safety a much higher priority than has been the case.

  5. 1994 she says she cared about the urban core where so many of the murderers occur ? That was when she was re-elected a Republican central committee member in Clay County. So in 1992 she campaigned for Republican candidates against Bill Clinton for Prez and the sainted Mel Carnahan for Governor. In 1994 she was part of the Gingrich revolution. Really cared about the urban core ?

  6. Community policing works - and in these times is desperately needed. The Westside CAN center, what seems to be the lone survivor of that mid-90's effort, is an example to be emulated. Perfect, no. Good, yes.

  15. While the candidates have "canned" responses to inquiries regarding their positions on crime, another facet of crime needs to be discussed. I am speaking about public corruption. Recently publicized incidents like the Port Authority Scandal, the Citadel project, and H&R Block World Headquarters project emphasize the need to get a handel on this criminal activity. These crimes are literally funnelling millions of tax dollars to the wealthy in this city. Is this what the Republicans had in mind when they demanded tax extensions for the rich? What say you candidate Hermann? Do you have a plan for this?

    I know the city doesn't fully control the police, but, to the extent she can make it happen, she should push for traffic stops daily...and at unannounced locations.

    The scrap metal dealers should be watched closely. They know much of what they are buying is stolen.

    Whores and graffiti "artisits" (vandals) should be pursued relentlessly.

  17. Being a "non-professional," I have some weird ideas when it comes to policing....

    Why can't there be police constantly patrolling and/or parked in the areas where the whores do their soliciting?

    Why can't there be a couple of police cars parked across the street all night Friday and Saturday at those "clubs" where people are always being killed?

    Why do they always announce where they are going to do the traffic stops?

  18. Yeah, and when some JoCo car pulls over to talk to a whore or a drug dealer on the side of the street, why can't an officer come up and say something very respectful, such as, "Do you need directions, sir?"

    That isn't harassment. That's just being helpful.

    ...and, anyway, there's a good chance the person's brake light is burned out or something. If so, it's the officer's obligation to see that the driver is informed.

  22. 9:07, you piqued my curiosity. I googled property theft statistics in KC and learned that in 2003 Kansas City experienced 35,500 property thefts. Say, each crime resulted in an average of $1000.00 loss. That makes the total property losses within the City to be $35.5 million. The H&R Block project resulted in unearned reimbursements of near $20 million. Loss for the sham arrangement on the Port authority project, who knows, say $2 million. Citadel maybe $1 million, I don't know. Point is it doesn't take long for this type of criminal activity to really add up. Yet, this crime is not even counted. Politicians are closer to the action on these types of crimes and can more easily impact on the reduction and curtail losses. But do they have the will to do so? OK, all you doubters, these estimates are simple wild ass guesses on my part and are subject to all level of error, but I think I made my point. Let's hope the FBI "mans" up and investigates this and gives us the actual losses.

Glad that the city's politicians have moved out the the stage of denial ("There is no crime crisis"--"Anyone who says there is a crime crisis is a racist"--"Well, maybe there is a crime crisis, but it is all due to the recession, lack of gun control, youth demographics, etc.--so we have no responsibility for it") and are acknowledging the ugly reality of the fact that we have had a major surge in violence in the black neighborhoods of KCMO since the spring of 2008.     It is interesting to note that in a topic related to the mayoral contest -- and probably crime -- Dan Ryan of Gone Mild and The Roman Catholic Church has reversed his position and now supports E-Tax Repeal.

    This is not important because a lunatic has changed his mind, but because the lunatic is so close to Mark Funkhouser.

    This may be advance word that Funkhouser is going to make E-Tax Repeal the center of his campaign after all.

    Funkhouser had started down this path earlier in the year, but reversed course.

    Jeff Roe might have convinced Gloria and the tall-guy that the only way he can win is to tap into the anti-tax crowd - and Rex Cash.

    The use of Funkhouser's pet monkey Dan Ryan could be the first step in rolling out the new E-Tax position.

  41. I have lived near Gracemor before and after Deb Herman's influence. If there is any chance she could take the improvement I've seen there to the whole city, *every one* should be running-not walking-to vote for her. It is a 'working' class neighborhood still, and VERY racially diverse (surprise southlanders?) Herman's leadership upgraded the neighborhood by several notches it is a much nicer and safer place due to her. Also, whoever said the remark about a gang living next door, Deb Herman is the ONLY candidate who that could actually happen to, NONE of the others have a clue about lives of normal residents of challenged neighborhoods.

    Hermann is a good woman... but not a mayor. This is way above her self taught education. Neighborhood issues are tricky and she has served her working class block well. She can't be that effective in Jefferson City and Washington. She makes too many mistakes. Like the free trip to Florida offered by Local 42. Smarter people turned down the junket. Hermann should have been savvy enough to know it wasn't a needed trip, nor a politically wise mini-vacation.

  63. In order to be Mayor you should have extension knowledge of the true factors in order to move the city foward. Mayor is another term for CEO. A CEO is what they are because their ability to envision, execute, identify, and resolve. The only qualities I see from any of the candidates, (Council too)is of self serving agendas, and plans that obviously will call further social/econ & racial disparity. Kansas City has gone down the drain. There is no explanation for the digress of all city components, except ----- Horrible Leadership------ This city is a backfuck town. Podunk or Dopunk--- The only thing agree with Squid (for different reasons) --- Ya Beeeeaaaaches!!!
