  3. Retail was beginning to come back and then came the mask mandates. Stores had to adopt mask policies or risk being shut down by the authorities. Fear drove fear and resulted in more fear. People are still largely hesitant to go out and deal with the hassle and intimidation of going into a retail outlet.
