The fight over a contract worth 80 MILLION BUCKS continues and right now we're getting a look behind the scenes as Mayor Quinton Lucas attempts to sort out the situation which threatens to delay New KCI construction.

Remember . . .

Earlier this week we were FIRST to report a KC company ruled partially ineligible to qualify for WBE work.

Now . . .

WE'VE GOT AN EXCLUSIVE LOOK AT KANSAS CITY MAYOR QUINTON LUCAS QUESTIONING THE RECENT RULING AND TRYING TO SORT OUT HOW CITY HALL CAN/SHOULD RESPOND!!!



Two things . . .

There's a great deal of frustration from labor and minority groups putting pressure on local politicos in order to fight for this MAJOR contract. They're also advocating for a local company to do the work.

Meanwhile, a G2 is a WBE (Women's Business Enterprise) qualified biz and they have connections throughout the KCMO metro . . . We doubt they'll lose this bid without a fight and several lawsuits flying more frequently than the mostly grounded planes at the old KCI . . . And yes, we've already seen some very serious threats regarding allegations of BID RIGGING and pleas to the FEDS to step in . . . Which is just a bit scary considering so man G-men already in town.

For now, here's what Mayor Q is saying behind the scenes . . .

This has to be one of the most confusing lines I have read in a while in an also confusing memorandum:

This does not prevent ESCO from utilizing her as a subcontractor, however, work performed under the description NAICS 327320 Central-Mixed Concrete Manufacturing is not eligible for participation credit.

The confusion is triggered by “however.” As a general matter, I believe most of us are trying to understand if G2 satisfies the MBE/WBE requirement or, as I assume the Council questions were asking, does its (G2’s) failure to meet some part of certification undermine its ability to fulfill the MBE/WBE requirement. I take your note to be saying there are several different certification standards as to each of five areas. If G2 fails to satisfy one of five requirements, does that then have a material effect on G2’s ability to satisfy the MBE/WBE requirement such that it jeopardizes the bid more broadly? Are you saying the Department’s view is now that G2 does not satisfy the MBE/WBE requirement that is the basis in some part of its ability to win the bid. Explain how this is germane to the issues for us.

I’ll ask in addition why we are receiving seven days after the business session in which these questions were raised and one minute before business session when theoretically we could address the issue before going on a recess and not being able to address the issue for two weeks. I also wonder why this was not answered weeks ago, rather than at the eleventh hour?

The questions posed were not new and were raised by Council previously on repeated occasions. A memo that doesn’t explain the core concern and adds confusion so late, respectfully, misses the mark.

      Careful. Screwing around with bidding is a bad look for any elected official.

      I see him asking questions, that is all. I may not agree with him very much but I trust he's a smart guy and will keep himself out of trouble.

  4. It’s a business located on Roanoke and owned by a woman. Part of their business is airport runways, what’s the problem?

    1. The lady is a licensed plumber. She is doing some drywall work at the airport. Runways aren’t her thing.

  10. You have to feel sorry for Mayor 10-10-10.
    Nationally lampooned with a stuttered nickname- Mayor 10-10-10 is clearly over his head.

    He should be attacking crime- especially the horrible murder rate- yet he joins protesters and gives conflicting signs on the feds who are here to bail him out.

    Mayor 10-10-10 needs a plan- before even more businesses quit and quit the Plaza. He gave strength to the rioters in joining them.

    No dunce cap could be big enough for Mayor 10-10-10.

    He needs a plan.... and conviction- yet goes from one fire drill to another to another- and then loses maskless with people and the national media mock him yet again.

    Lucas should resign and move to another city and try to forgive himself for becoming Mayor 10-10-10.

  11. I have to bitch. Regis Philbin spent 15,660 hours on TV in his total career starting back in 1962 to 2019. The most of any tv personality.

    I worked the same 15,000 hours in 6 years, since just 2014.

    He made 21 million per year, Thats $1,750,000 per month, $350,000 a week, $70,000 per day. But he didnt even work 8 hours per day.....

    15,660 working hours over 57 years is just 274 hours per year. 22 hours a month. 4 hours per week. Easy street.

  12. The thing I’d like to know is who leaked this letter? What’s the agenda behind leaking it? Sympathy for Q? It’s no secret Q and some on the City Council want complete control of the airport but making it look like the airport project is a disaster to solidify support for Q and the council to take control is weak. Follow the $$$$$....
