There are no possible "mandates" at any level of government that will change people's beliefs, attitudes, upbringing, views, opinions, or life experiences.
And those are what make up a person's view of the world.
Statutes and laws can try to change behavior and assess penalties, but beliefs are much more ingrained.
All of this empty trendy talk about "systemic racism" will end in nothing more than more giveaways, consulting contracts, and bending over backwards to excuse anti-social behavior.
She needs to address Kansas' dire financial situation and leave parenting to adults.
