Ask for a wish list of retailers people in Kansas City would like to see come to Downtown, and one name will be at or near the top: Target Corp. Target launched its small-format store concept in 2012 and now has more than 100. Last year, these smaller stores generated more than $1 billion in sales.

  9. If they can do it without TIF and other tax payer subsidies, then by all means do it. Target could be a great add to downtown. However, we all know that the developer/Target will come up with all kinds of reasons on why they need tax payer help and this city, like a collection of drunken fools, will throw tax payer dollars at Target hand over fist.
