Ask for a wish list of retailers people in Kansas City would like to see come to Downtown, and one name will be at or near the top: Target Corp. Target launched its small-format store concept in 2012 and now has more than 100. Last year, these smaller stores generated more than $1 billion in sales.

I thought downtown was all about trendy bars and art galleries. Target is for boring suburbanites which hipsters would never want to emulate, right?

If they can do it without TIF and other tax payer subsidies, then by all means do it. Target could be a great add to downtown. However, we all know that the developer/Target will come up with all kinds of reasons on why they need tax payer help and this city, like a collection of drunken fools, will throw tax payer dollars at Target hand over fist.
