"I am so excited that we have the opportunity to introduce what I think is a game-changer, frankly, in how local government addresses criminal justice and, frankly, criminal justice reform," Lucas said Tuesday.

"game-changer" there is another one of those worn out ol' Cliche's again

A lot of the simple possession convictions were pleaded down from drug trafficing charges. No indication whether Lucas is going to exclude those cases from his pardon policy. If he does not, he will be freeing a bunch of drug dealers. I doubt he cares.

Even if the issue is just a paperwork issue, the costs wont be insignificant. Where is the money coming from?
