Expect fireworks in today's council session as a plan to quickly devise a sales tax increase during a low turnout election has backfired.

To wit . . .

KANSAS CITY POLICE SUPPORTERS FUME OVER AN EMERGENCY FIRE DEPARTMENT SALES TAX INCREASE VOTE!!!

Our blog community was FIRST to break news of the sales tax scheme on Saturday and our news sent local consultants rushing to secure the cash with few questions. Yesterday the vote moved forward but not without some very serious questions.

It's correct, KCFD needs cash to reequip but the real debate is over allocations and a dearth of deets on how the money will be spent.  



And so KCPD supporters get into the political mix.

Police are justified to feel excluded from this proposed sales tax increase given that their vehicles and tech are also in desperate need of repair.



There was an effort to push the sales tax increase vote into one combined effort but Council Lady Katheryn Shields claimed that state approval was necessary. That's incorrect but it was a good deflection.



Here's where things get even more interesting.

Behind the scenes Council Lady Teresa Loar has been consistent in her work to make sure police have adequate funding and her support of the cops has become more strident as KCMO homicide stats worsen.



Check the docket closely, in response to this move Council Lady Loar is also proposing a sales tax increase for police and Council will now be forced to vote on money for cops during a historic uptick in local murder.

Reminding Council of their obligation to fund police in the midst of a local murder spike is masterful power move. Moreover, public tolerance for more taxes is at an all time low and Council must now think about public safety from a holistic perspective rather than just proving their allegiance and earning Local 42 union support. 



Translation . . .

Welcome to the new normal . . . Both taxpayers and politicos are starting to realize that this town doesn't have money to burn and funding KCFD ahead of KCPD no longer makes sense when resources are limited and during a horrific homicide surge that has spanned years.



And now let's get even more real . . .

IT'S POLICE VS. FIRE TODAY IN A COUNCIL MONEY FIGHT OVER A SALES TAX INCREASE THAT WAS MORE POLITICAL PLOY THAN EMERGENCY!!!

Thankfully, the decision still belongs to voters who have been overlooked up until this point . . .

And so we ask . . .

SHOULDN'T CITY  HALL COMBINE CASH FOR POLICE AND FIRE  INTO THE SAME PUBLIC SAFETY SALES TAX INCREASE???

Or maybe, just maybe . . . Today's fight over cash clearly demonstrates that this rushed election move intended to capitalize on a low turnout election hasn't been very well thought out.

Then there is the Bike Walk money you could get another 400 million. It looks to me like Quinton needs to reorder his priorities and make public safety number one not buses or bikes. But there will be big backlash if the pot holes aren't fixed too.

  7. Just another example of the old "you have to make a decision about this very quickly, hopefully without fully considering it, because we don't want to miss the deadline for putting it on the ballot" ploy.
    Which is the tactic pretty much EVERY TIME with both the KCMO and Jackson County electeds.
    They never learn and mostly fold to whoever's demands.
    With sales tax rates as high as 12% in parts of the city, you'd think the issues of raising revenue and budgeting would be strategic issues that need much more information, study, and debate.
    And, of course, you'd be wrong.

    by way of example in Joco, Shawnee City Council arrogantly blew $350k just preparing plans for a $54 million community center, NEXT TO A NEW GREASE TRAP FACTORY.

    It was even deceptively billed, by Mayor Distler and her leftist liberals (she just quit the Republican Party)--as a $38 million plan. Left off the interest. And failed to mention, after it was built, the property tax increase had no sunset! the mail-in ballot drew 46% turnout, (think Presidential level) AND FAILED 72% TO 28%.

    Mayor Michelle Distler even allowed the council to SCOLD AND DEMEAN the no voters as having lied, and been deceived. Which is not true.

    My prediction? No matter if it's just fire or a combo, it's a bait and switch for free busses to justify the free trolley. The KCMO sales tax will FAIL. As it should.

    Voters are woke. Voters are broke.

It's very clear you who live in Kansas City don't use constructive thinking when you go to vote if you even bother to. BTW the streets where I live are cleaned off and treated all over town. No potholes anywhere as they get fixed within hours of the PD reporting them. Nobody has been murdered on our area in hell maybe 100 years or so. Oh by BTW we have a first class fire department and EMS coverage here within a few minutes of placing a call. So no thanks on your offer to fuck up where I live like you have Kansas City and I doubt Dave will either.

    This is the new typical behavior of public officials at every level. I think it must be in the APWA handbook (American Public Works Association based in Crown Center) for getting citizens to raise tax revenues. You let something fall apart say a busy Road, a busy Bridge, a Fire Station, a Police Station (aka Public Safety Center for only $77 million), a Court House, a Zoo, an Animal Control Building, a Public Pool, a new Airport, a Stadium or two and then when it gets real bad you say "we need more tax money for only 30 years". I can tell you that Lenexa has probably gotten an award from the APWA for their proficiency in using this model, now KCMO is using it too. I will never again be suckered into voting for a sales tax to support something that should have previously been maintained properly in the city budget and urge KCMO residents to reject this mentality.

    Mayor Lucas reiterated his strong support for KCMO taxpayers today, and pledged to continue his pattern of:

    1) Refusing to vote "No" on Council/Mayor salary increases.
    Following the last (July 2019) vote, Mayor Lucas now makes $141,455 "anally", nearly a 15% pay increase.
    Council members make $70,718, also a 15% increase, for a part-time job.
    Council members Shields and Loar (discussed above) voted to increase their own pay.

    2) Commitment to KC neighborhoods, by renting an apartment in a City-owned building which pays no property taxes.

    3) Working to increase the tax burden on KCMO residents, especially the working-poor, through sales tax hikes.

    4) Continuing his predecessors pattern of catering to wealthy non-resident developers in granting over-the-top tax breaks, and pursuing frivolous vanity projects in exchange for campaign contributions.

    5) Publicly opining on news events which have no bearing or relation to KCMO activity.

The Missouri statute (Chapter 84) that creates the KC Board of Police Commissioners includes a complicated formula (84.730) that sets the City's annual maximum obligation to fund the Commission In recent years, the City (especially under Troy) has consistently failed to provide the funding required by the statute. If the City simply met its existing statutory funding requirements, no additional funding would be required. Any City ordinance that is in conflict with the annual Chapter 84 funding requirement is void.

  36. KCPD already got its windfall from the renewal of the public safety sales tax in 2010. And we see how poorly those funds were used to evict homeowners out of homes they owned for more than 50 years... never in the history of the police department have they ever, nor would they even consider, taking people out of their homes to provide basic tools needed for crime fighting - but they absolutely did that with East Patrol. I will never, ever, ever support a sales tax increase for KCPD. I don't care how many die on these streets or whether they have the tools they need. It will never, in my mind, justify a tax increase... None. Of. It. Save the sad story for somebody who cares. ALWAYS WILL BE A RESOUNDING FUCK NO!
