We're trying to do our best to say objective and offer a glimpse at both side of this issue . . . This week the discussion continues. KC Tenants are phone banking furiously in order to drum up support.

However, in an interesting social media and e-mail blast sent our way . . . Kansas City home providers offer a glimpse of their perspective.

To wit . . .

KANSAS CITY LANDLORDS ANSWER CRITICISM FROM ACTIVISTS PUSHING THE TENANT 'BILL OF RIGHTS' AND SHARE THEIR CONCERNS!!!

Here's the back and forth along with the COMPREHENSIVE response . . .

If you're an honest landlord taking care of your properties what are y'all afraid of???

Here's how a home provider leader answered the question. . .

What honest housing providers who take care of their properties are scared of is:

1. A city government that keeps duplicating ordinances that they've previously failed to enforce.

2. Scared of a city government that refuses to hold tenants accountable for their own actions and instead fines and threatens the housing provider when tenants park in the yard of their rental homes, pile tons of trash at the curb without arranging for proper disposal or otherwise trash up the neighborhoods they live in.

3. Scared of a city government that allows tenants to use these various tenant complaint programs to retaliate against their landlord when the tenant is being forced to deal face the consequences of not having paid their rent or otherwise meeting their own obligations of their agreement.


4. Scared of a city government that proposes ordinances that fail to recognize the whole picture of the housing equation.

5. A city government where the codes inspectors demand improvements within 10 days but can't get back out to check on the correction for months, then only to nitpick the property to cite some other issue thereby creating open cases that last for months/ years.

6. Scared of a city government that wants to require housing providers to participate in voluntary federal programs. Especially when the city refuses to acknowledge the inefficiencies in the way that the federal programs are locally administered, or to encourage/ require them to improve their processes.

7. Scared of a city government that wants to create a 4th department to regulate rental housing as if the 3 current departments aren't sufficient.

8. Scared of a city government that wants to use taxpayer dollars to hire lawyers for tenants that have refused to pay their rent, even thus money could be much better spent with a tenant emergency assistance fund that helps tenants avoid getting to the point if eviction court.

9. Scared of a city government that charges the director of the health department to deal fair housing complaints after he's publicly stated that he's not qualified to do so.

10. Scared of a city government that thinks you can make housing more affordable while increasing the cost of providing it. And of a city that prohibits passing the cost of producing a product on to the end consumer.

11. A city government that doesn't understand or care to do anything to help the housing provider when a tenant has, in addition to not paying their rent for months, has trashed their property and caused thousands of dollars in damage to the property.

That's what honest housing provides who take care of their properties are scared of!

    1. Yes, I am dealing with a shitty tenant where I own. The average household in Missouri has only two cars. For some reason, this tenant finds it necessary to have at least seven, old model (1990-2006) cars litter along the street just to say they have them. They arent being used and 3 people cannot drive six cars. They leave these wrecks parked in front of my house for months, forcing my guests to park down the street. They have some issue with me and are using these old cars to harass me. I have an attorney working on the issue but a tenant property stops at that unit, it doesnt extend doors down the street with loittering, drinking, etc.

Of course, it makes perfect sense, in the New America, to double check and make sure, when your Commissar is checking to assure the that the landlords are NOT "Checking The Box" and looking the other way while his new tenants are smoking sherm and shooting up while he shows them the house, that these new rules, regulations and diktats are especially rigorous if the landlord is white.

As we glide comfortably over the cliff into the New America, another wonderful and "Woke" initiative, that of course, I am sure, the very landlords who will be prospering so dramatically will offer to their prospective lessee - an incentive, encouraged by way of a fine, if in fact the lessee on the very day they rent the apartment. If in fact, the lessee - on that day, wakes up and determines that in fact, they want to change genders, the Landlord (At first, this would be expected to be a voluntary cost, and inducement, later, codified into law.) will bear the cost.

    There is big, BIG money to be made here for landlords who get in front of the curve.

    Also...if you are able...please explain what is wrong with excluding people from renting your property who have a history of not paying rent, destroying property, being violent or being disruptive to the neighbors?

  26. OK, not every comment is bat-droppings crazy. Some of the concerns expressed by landlords are legitimate. But most tenants by far want to live somewhere clean and safe and make every effort to pay rent as required.

    It is a fact that in our society there are far too many folks who have a criminal record of some kind -- usually for low-level drug-related crimes and that is heavily burdened on the poor and non-white. And, eviction records are more likely among minorities and poor than those who rent high above the Plaza.

  27. If I were a Landlord, and I am not crazy so I am not, I would have a few rules that are enforceable in my complex.
    1) Only two adults and two children are allowed to live in any apartment.
    2) Over night guests must be registered so if there is a fire we know how many bodies to get out. After two days a month extra person pays $15 per day including the previous two days, if approved. If not approved cops called to remove. Cost collected with next month rent.
    3) No dogs or cats. No exotic pets and no snakes. (reptile or two legged)
    4) No guns or weapons of any kind. No illegal drugs.
    5) Reserved parking , two per apartment, use the wrong space it gets towed at your expense.
    6) NO LATE RENT....PERIOD! NO GRACE PERIOD. NONE!
    7) No Police calls to this property, immediate (as in this minute) eviction.
    8) No extra cars on the property.
    9) Keep it clean, inspections once a month for plumbing and electrical violations without warning. You know, for safety.
    10) No trash around the parking lot or unit, dumpsters provided, use them or else eviction.
    Renter must agree to these terms or will not be allowed to place the two month required deposit or move in.

  28. 11:22 - Nobody gets to ignore the law just because they're "poor and non-white." Your assumption that poverty leads to drug use is wrong. The reverse is more often the case.

    And nobody gets to avoid paying rent as agreed in advance of tenancy, whether poor, middle class or rich. People may need help with the rent occasionally, through no fault of their own. It is not the landlord who should shoulder this burden, but rather the larger society and/or private charity. The Tenants Bill of Rights places the risk of loss on the landlord, and worse, deprives the landlord of the tools necessary to assess the risk and if needed adjust the price accordingly. It is no wonder that many landlords plan to get out of the rental business if this law passes in present form.

  34. I get why people are sick of it. I was a renter for several years before buying my first house. It wasn’t perfect, but it was ok. Beggars can’t be choosers and if they think their landlord isn’t up to their standards there are apartments on every corner. Just be realistic and don’t expect to drive a Cadillac for a Chevy payment.

  35. The City of Kansas City doesn't improve the situation with the noted lack of enforcement of the existing ordinances, be the occupant the tenant or the owner. The 311 staff relentlessly complain about the work load but do little else. 311 complaints go on for months and months and seldom address the original issue. Code isn't enforced resulting in poor quality housing stock. Not easy for a tenant to maintain the exterior without green waste collection options. The water department is the most difficult to work with on issues. When I moved to Kansas City the water department was the only utility requiring a deposit. No deposit for gas, electric or cable whatsoever.

  36. The process of payment isn't addressed in the conversations. Endless comments about paying on time but the method of payment isn't addressed. The current landlord will not accept cash or check but requires electronic payment to an account. Not every tenant will have the resources to process a payment electronically. Define paid. Define late. The mortgage company didn't care one way or another as long as the payment arrived prior to the 15th. The landlord calls me the first day of the month to complain and the money was pulled from my account days prior. I have no control over the electronic payment process. The process is often delayed by holiday. Should I really pay days in advance just to avoid the delay due to holidays?

  37. First of all this is a lie about late payments. An envelope postmarked prior to the day rent is due is a sufficient means of payment. Late payment of rent is a 10.00 per day. This does not mean If you can buy a pair of socks with paypal then one should be able to pay rent with paypal. It's time to nationalize banking and insurance and straighten this mess out. Don't wait for Rep Cleaver.
