There's a great deal of skepticism out there regarding the "miracle worker" capabilities of Kansas City's former city manager.

Behind the scenes, some members of council want to show Troy the door on his last day because of a feeding frenzy of City Hall raises and deals in the hours leading up to his departure.

But for now, as the big guy crosses the street . . . Here's a bit of insight on the challenges he confronts . . .

No Future In Doing Exec Frank White's Job


Jackson County Executive Frank White celebrated this new hire and seems to view the move as a chance for a fresh start.

However, most Courthouse denizens disagree . . . An important message sent our way:

"The minute he hired Troy, Frank White admitted he can't do his job . . . It's a desperate move."

The county doesn't need two executives and while this hire might help the Exec get more golf time . . . It certainly won't improve the perception of his qualifications as an elected official.

BLOATED SALARY BUT FEW JOB DUTIES


Another TOP ECHELON quote . . .

"Troy might be one of the few people in County Government who was hired AND THEN HAD TO DEVISE HIS OWN JOB DESCRIPTION."

Mr. Schulte's serviced were acquired to "assist the County Executive in overseeing the day-to-day operations of the County" . . . This vague tagline either renders the new hire essentially powerless or turns him into a glorified secretary.

Mr. Schulte will be paid more than any staffer in this history of the courthouse. This EPIC salary comes with very few documented responsibilities that could quickly be overruled by the Exec.

Conflict With Caleb Coming Soon . . .


Another take on the implications of Troy's new gig . . .

"Hiring Troy was a tacit admission that nobody wants to work with Caleb. He's probably not going to be happy with that . . . I'd like to see what the Executive does with these guys disagree."

Egos often clash in municipal government jobs and we'll see if there's a "clash of the titans" as questions still linger about Caleb's EXPENSIVE ride that still inspires criticism from courthouse workers and politicos.

Legislature Still Divided


The vote to confirm Mr. Schulte wasn't unanimous. Legislator Tony Miller was absent and at least three budget hawks expressed their concern. To be fair, Mr. Schulte will have a much friendlier audience than Exec White . . . But his ability to charm these politicos is contingent on his skill at reigning in the stubborn antics of his new boss. Of course we wish him luck.

Jackson County Eco-Devo Game Is Smaller


The County budget is dwarfed by KCMO and that limits the effectiveness of Mr. Schulte. The jail is a small project when compared to New KCI and the downtown convention hotel. Mr. Schulte hasn't demonstrated much expertise in operating under a limited budget. We'll wait and see if he can downsize his often ambitious plans.

Meanwhile . . .


Continued questions about corruption at the county linger in the background. Exec White still confronts criticism about the sketchy details of his home mortgage situation along with hard feeling from the Legislature in general.

Moreover, backlash from the JACKSON COUNTY PROPERTY TAX CRISIS will impact the courthouse in general as taxpayers still look to place blame for EPIC and disproportionate assessments. 

For these reasons and a few more . . . The odds are against Mr. Schulte as he works to overcome very slim chances of success.

    1. There's only one thing here that I really agree with. It might be easier to work for thirteen average bosses than one bad boss. Troy has always answered to a committee, working for one guy will be a big change. I wish him luck, the County needs somebody with some expertise.

  4. 1. He was a failure at being City Manager for the City.
    2. He is an Ohio native (or Iowa. - same difference) and they’re always looking for easy work, not work-work.
    3. He has a personality disorder called... habitual lying; and the shit is contagious! He might need to be quarantined or given electrical shock treatments for the next five years to cure him.
    4. He makes money disappear and that may be cause for the Feds to drag him out of the Courthouse in cuffs/chains.
    5. Don’t look behind door number 2.

  5. Schulte will certainly fail in "managing" the county, just like he did in KCMO.
    But he'll just fail the residents and taxpayers, which doesn't really count in what passes for local government in either jurisdiction.
    What counts is that he will be tremendously successful for himself, friends, supporters, and others who he can give away public money to.
    He's been earning a couple thou a year, now has his city retirement, and further cashes in on a $220,000/year gig with no job description.
    What's not to like?

    In reality, he can't fail, because there's no objective definition of failure.

    He'll only have one boss, so he'll be there as long as White is there.

    Eventually, you'll get used to the new normal.

    But Byron isn't from KC and has no idea about how things work here.

    Most of us who really know about the courthouse understand that the Frank White years are going to come to a halt in a fashion that will embarrass both our city and everyone working there. It's not going to be pretty and Troy's too dumb or arrogant to understand how that works.

    Kansas City has a long history of never taking the trash out when it needs to be done. Sadly there is more trash than ever that needs removed. You voters must leave your brains at home when you go to vote and that's why you have the mess you do now. Back in the day I use to show up for those council meetings and gave our leaders hell and they hated me for it. Nowadays people are to busy chasing candle virgil's, and gay marches to be dealing with the politics that really matters. Gun control starts with taking the guns away from the criminals not the taxpayers. Cleaver needs to be voted out same as Frank.

  20. What I don’t understand is why didn’t the council put limitations on the outgoing city managers authorization to give parting raises to the loyal employees he’s leaving behind and his ability to sign anything that would incur a financial commitment beyond his tenure.

    WHAT IS HR OR THE COUNCIL GOING TO DO ABOUT THE EMPLOYEES BEING LEAPFROGGED OVER BY THE MANAGERS LATEST ROUND OF PERSONAL BENEFITS THAT PENALIZES THOSE THAT DIDN’T KISS THE RING?
