Jackson County Executive statement regarding the hiring of Troy Schulte

KANSAS CITY, Mo. – Today, the Jackson County Legislature approved an employment contract that will allow the County Executive to hire Troy Schulte, who currently serves as the City Manager for the City of Kansas City, Missouri.

As a member of the County Executive’s staff, Schulte will have the title of County Administrator and will assist the County Executive in overseeing the day-to-day operations of the County. Schulte’s start date will be Monday, December 9.

“Troy is an exceptionally talented and hard-working public servant who knows how to get things done. When I learned that he might be available I immediately sat down with him to see if we could find a way to add him to our team,” said Jackson County Executive Frank White, Jr. “I am grateful for the support of the Jackson County Legislature. Specifically, I would like to thank Legislative Chairwoman Theresa Galvin, who without her support and leadership, this would not have happened.”

“I am excited about the opportunity to work with Troy. He brings a wealth of knowledge and experience that is needed to get things done,” said Legislative Chairwoman Theresa Galvin, who represents Jackson County’s 6th District. “This is a positive step in the right direction and I would like to thank County Executive Frank White, Jr. for working with the Legislature to move the County forward. This process has truly been a collaboration that has been missing for some time and I hope it will continue.”

Schulte will join Jackson County after more than 20 years of governmental public service with the City of Kansas City, Missouri, most recently serving as City Manager for 10 years. Prior to that, he led the city’s budget office.

During his tenure with Kansas City, Schulte facilitated many projects, including a multi-year strategic business plan, new airport terminal project and a fare-free streetcar system. He has experience balancing billion-dollar budgets and expanding the city’s use of data to guide decision making.

“I am grateful to the County Executive, Legislative Chair and members of the County Legislature for their support,” said Schulte. “While trying to figure out what was next for me, I ultimately decided that I was not ready to give up on public service. I love what I do and believe I have more to give. I am excited to join the Jackson County team and look forward to working with everyone to get things done.”

Schulte received the Department of Economics and Department of History Outstanding Alumni Award last month from Iowa State University, where he earned a bachelor’s degree in history and economics in 1992 and 1994, respectively.

  1. Actually, if you really think about it, which most don't, Troy is Frank's last and best hope.

    He's also a good benchmark for the rest of us. When Troy quits in a few months we'll know how far things have really gone downhill.

  7. They're going on and on about how great Troy is but his work at City Hall has been a mixed bag. Was he better than his predecessor? Of course but so was an empty chair. Troy left city all in worse shape when we talk about our debt ratio, infrastructure and management overall. He was a disaster there and he's not going to do much good at the county.

  10. Jackson County hires a guy who failed at a similar job right across the street and pays him $220,000/year to start.
    And first on the list?
    Write his own job description.
    You really can't make this stuff up!
