TKC BREAKING NEWS!!! JACKSON COUNTY EXECUTIVE FRANK WHITE RESPONDS TO LEGISLATURE'S DEMAND TO NULLIFY PROPERTY TAX ASSESSMENT INCREASES: REQUEST IS ILLEGAL. WILL NOT DO SO!!!

The saga continues and the war of words ramps up.

Dutifully, here is the latest FIRST ON TKC . . .

Jackson County Executive’s Response to Legislature

KANSAS CITY, Mo. – Jackson County Executive Frank White, Jr. has issued the following statement in response to a request regarding the 2019 reassessment process by the Jackson County Legislature:

“Today I received notice from my staff, who learned through the media, that a letter was being sent to me from members of the Jackson County Legislature. A letter I have still yet to receive from the Legislature.

In that letter, members of the Jackson County Legislature requested that I discard all of the 2019 assessment values and freeze those values at last year’s level.

I will absolutely not do so.

Their request is illegal and would cause many to pay more than their fair share of taxes because those whose property is properly assessed would continue to be responsible for their taxes, and would have to pay for those whose property is undervalued.

How is that equitable? How is that fair? How does that help our schools, libraries and mental health services?

While I expect this type of cheap political stunt from some on the Legislature, I must admit that I am surprised and saddened by some legislators’ participation. The County Assessor, County Associates and citizens deserve much more from each of them.

We know that the real estate market has improved. We know Jackson County has undervalued many properties for decades. The legislature knows this too, in fact, it’s in their letter. Legislative member Crystal Williams stated it during Monday’s legislative meeting:

“We’ve also been undervalued in Jackson County because of a lack of political will to address these issues for what appears to be decades. That’s understandable.”

Now she and her colleagues are doing the exact same thing.

It’s that lack of political will that keeps the County from moving forward and I will not kick the can down the road again. I will not break the law because they are afraid to do what’s right. I will be politically courageous enough to stand up and do the right thing, even when it’s not popular.

Furthermore, I understand taxpayers are confused, scared and in some cases, angry that they are now being assessed at fair market value. They have every right to voice their concerns, to have their questions answered, and most importantly, to a fair and accurate assessment. Our assessment department has been and continues to work with everyone to ensure that happens. Legislative member Ron Finley acknowledged that during Monday’s legislative meeting:

“I don’t see yet that there’s some big conspiracy going on to run everybody off the west side. I know you have that impression, but you’ve heard the assessor saying they’ve gotten complaints. They’re looking at what they can do.”

This Legislature is failing to give the assessor adequate time to do her job. And anyone who tries to blame Jackson County Assessor Gail McCann Beatty for this situation is both uninformed and quite simply wrong. She is doing her job ethically and fairly and I will continue to support her.

Lastly, state statute says the assessor must deliver certified values to the County Clerk on or before July 1. As such, the assessor will fulfill her responsibility.

If the Legislature directs the County Clerk to break the law and not send those certified values to taxing authorities, that’s up to them. The County Clerk does not report to me, she reports to the Legislature.”

He has got to be the stupidest mofo in the land, where does he mention the fact that a whole bunch of peoples property is way over taxed? He’s more concerned about saving that idiot beatty’s Ass then facing the truth, him and her a complete and utter idiots and should be fired immediately.

Recall? Anybody know how to get it started?

Both should be removed from office for ignorance.

Anonymous said...

Hey frank, if the economy turns south like 2008 are you going to reduce taxes and values in half? I’ll wait for your response.

^^^^^
If ignorance was a criterion for removing electeds from office in Jackson County and KCMO, there'd be a couple empty buildings around 12th and Oak.
Ignorance is bliss.
And the local voters show that's the case every election.

Black run government is AWESOME.

How is Frank White doing in his house payments this year?

Anonymous said...

I think Frank went to the Slie school of screw the taxpayer college.

Anonymous said...

Sadly, Frank White is just a puppet who collects a paycheck while someone else makes the decisions.

Text book example of the good advice and practice to wait a bit, cool off and think before responding rashly.

Shining a light on the corrupt trash running the city of KCMO and other agencies said...

Can't quit or fold now folks. If these politico's are permitted to stomp on citizens without consequences things are going to get real real bad.

As a resident and voter, I'm disappointed in both city and county management.

I'm also disappointed in the uninformed voters who are too fucking lazy or stupid to pay attention to how they're getting shafted year after year.

So too fucking bad property owners, quit bawling. Too late. We get the government we deserve, black democrats who laugh at our (your) ignorance.

This is the same Frank White that said the Legislators didn't have the legal authority to move Combat under the prosecutor. He filed suit, county spent hundreds of thousands on legal fees, and the judge ruled against Frank. And the same Frank White who fired a county employee who wouldn't break the law when Frank wanted to illegally spend some Combat money. That suit will probably cost the county millions.

There's a lot of clueless renters both residential and commercial out there that don't know whats about to hit them also.

Anyway Frank appears to be content on committing political suicide so that is a bright spot in this debacle.

^^^ 8:17 What isn't getting enough attention in all this is the woman Frank appointed to collect these property taxes in December is a completely unethical lawyer. She was implicated in falsifying an inmate's death report when she worked in the county counselor office. She's also named in that ex employee's lawsuit.

I will be burning my tax bill when I receive it in December. I'm not paying another dime to Jackson County with Frank White running this clown show of crooks and incompetents.

I'll be sending my checks packed in cement blocks with "payment enclosed" on it. When they finally get it out, sledge hammer not included, the check will have "payment refused" written on it.

Why should we listen to a county executive who was too incompetent to pay his own property taxes and mortgage?

Gail Beatty should be fired said...

“This Legislature is failing to give the assessor adequate time to do her job. And anyone who tries to blame Jackson County Assessor Gail McCann Beatty for this situation is both uninformed and quite simply wrong. She is doing her job ethically and fairly and I will continue to support her.” - Frank White

I am under the belief that both should go. If Frank wants to sink with the ship, let him. He is lined up with John Modest Miles, that wretched old lady that they claim was the first whatever, Gail Beatty and possibly now Ron Finnley, who I thought was an independent voice of the people. Everybody wants to be liked, I supposed.

First, Gail didn’t do her job! She fucking failed miserably, lied about doing work she didn’t, didn’t subscribe to the MLS for a minimal $2K - (they spend more on that on lunch dates and car allowances.) She was supposed to have a report turned into the State/County in May. It’s the end of June - and the only reason she did it on June 26th is because she saw it on the news. Are you telling me this former State Rep doesn’t know the laws about assessments. She fucking sucks at appraising property - She submitted all of those bogus appraisal to the City for the East Patrol Project together with her that bird-brain Beverly Easterwood.

It’s time she be brought up on ethics violations. Have the FBI look into the involvement of the City’s East Patrol project (since it was a federally funded endeavor).

She has earned the wrath that is before her and she, without a doubt, should be fired. If that means Frank White leaves too... Buh-bye.

Anonymous said...

White says anyone who tries to blame Beatty is uninformed and wrong. Well, she's the one responsible for the assessments. She's the one who sent them out two months late and she's the one who failed to buy the MLS data subscription. It seems White is the one who is uninformed and wrong.

After 80 plus years of democrat controlled city and county maybe voters should quit voting democrat only.

Byron Funkhouser said...

According to Mr. White, you all are a lot wealthier than you thought you were.

Isn't that great?

His use of the word "illegal" is as broad as a Republicans.

Do the right thing. Roll it back. Now is not the time, even if you are right.

Doesn't anybody read the news?

Can someone tell us who to contact to join the class action lawsuit? I know one was filed but I can't find any info on how to be included.

I filed an informal appeal but don't know if anything will be done about it.Will we be notified if our informal appeal is denied or accepted? It costs money to hire a lawyer for a formal appeal before the BOE and I hate to spend it if I don't have to.

Anonymous said...

You don’t need a lawyer for a formal appeal. Someone please correct me if I’m wrong.

I’m beginning to think that frank with all his financial troubles has either a drug and alcohol problem or a gambling problem, or maybe he took too many baseballs to the head. He makes absolutely no sense with the decisions he makes. You can take them out of the hood.......

Anonymous said...

Well, there is some good news tonight, another hoodrat got gunned down! Where we at now 65?

Please, FBI, send the dumb jock bye-bye! said...

Looks like Frank is gonna get spanked on another lawsuit. ^^See 8:17^^

Anonymous said...

It's the taxpayers who'll be getting spank footing the bills. Show up at the courthouse. Protest. Start demanding Frank's resignation. The crisis in the jail. Lawsuits. That weasel he made chief of state. Rewarding others who break the law with promotions and raises. Now this. Enough is enough. We can't afford this "celebrity" county executive any longer!!!

Anonymous said...

Let's just eliminate the county executive position it puts too much power in one person's hands and in Frank's hands he keeps dropping the ball and people keep getting hurt

Anonymous said...

Wow! "angry that they are now being assessed at fair market value." What a tool!!! If he's so sure that these assessments are correct, that the market has improved to this extent, then start writing checks m.....f....r and start with mine.

The arrogance of this guy is mind-blowing.

The guy embarrassing English and per se et el.

Awesome!
Back garnish his wages!!!
Old Royals tickets can be verified that he played and fans ask for their money back!
Ask MLB to nullify the works series he played in- because he spent his money on NOT HIS HOUSE PAYMENTS ON TIME SOMETIMES!
The question is:
How did he get elected? Did the Russians help him?
Did Hillary help?
What happened to Vince Foster?

Anonymous said...

You can be sure Frank didn't write this. That would be the crackerjack PR Team of his that WE PAY FOR!!!!!!! Technically they're supposed to "keep the public informed," but if you look at the county website it's all BS or crap to fluff Franky's fragile ego.

Anonymous said...

Him talking about the Legislators instructing the clerk to break the law is rich. He and his crew fired a guy last year because he won't follow Frank's orders to break the law!

Anonymous said...

To residential property owners: if you sold your house, would you be satisfied with the old assessment value as the sale price, or would you demand an amount closer to the new assessed value?

If the latter, you're not getting screwed.

Anonymous said...

Who decides what's the "certified value"? Frank and his band of incompetents

Anonymous said...

Next time a group of people show up at a legislative meeting to complaint about this don't bark at Legislators or listen to some staffer Frank White appointed. DEMAND HE ANSWER YOUR QUESTIOS. THIS IS ON HIM!!!! And don't let him wait until after when some staffer can write this crap up for him.

Anonymous said...

8:59 You're getting screwed if this whole process was jacked up, which it most definitely appears to have been. Mansions accessed at $45K, other people getting their values tripled in a year? BS!!!

Anonymous said...

If you show up to a BOE appeal without a lawyer you will get no results. Only the people who come with lawyers get a reduction. These lawyers all are in bed with the members of the Board hearing your case, they all play footsie together. Individuals representing themselves get screwed. I have been though this once before, 10 years ago when Jackson County tried to increase the value of my commercial property.8 times. After paying a lawyer to go to the BOE the value only went up 4 times. it has held fairly reasonable for the last 8 years and is doubling this tax cycle.

Anonymous said...

Market value and assessed value are two different things. ASSESSED VALUE IS NOT INTENDED TO BE MARKET VALUE. ITS A VALUE ASSIGNED FOR THE SOLE PURPOSE OF ASSESSING TAX LIABILITY. The two were never intended to be the same.

Anonymous said...

^^^ IS that you Frank?

Anonymous said...

10:06: you are right. Missouri law expresses the two as "assessed value" and "true value." (The latter is market value.) "Assessed value" is defined:

"The assessed value is the portion of the true value in money on which taxes are based. In Missouri, the assessed value of property may not exceed 33.3 percent of its true value in money. For real property, residential property is assessed at 19 percent of its true value in money...." (Section 137.115.5)

The Jackson County Assessor's Office ties assessment value to market value but does not give any details: "The result of this process is to set the market value, and thus, the assessed valuation of property in Jackson County."

This possible discrepancy at least raises the suspicion that JCo based its recent assessments on "true value" rather than on a percentage of true value.

Stay tuned.

Don't worry. Frank is working as hard as humanly possible to fix it.

Working hard to protect against any facts or sound ideas actually entering the arena.

Anonymous said...

What did you expect? It’s all run by ignorant blacks now so......

The City knows WTF is going on. Which is why they are keeping their lips zipped.

All they want is the maximum amount of tax income they can get to keep the whole charade rolling.

HAHAHAHAHA

So many irate dumb boomers. Crying poormouth then turning around to spend 60 thousand dollars on a fuckin dodge--BEFORE INTEREST!! HAHAHAHAHA. Clowns.

Guess the first round of reparations payments came early here in shitville--frank whyte as the black james michael curley. Frank did spend plenty of time in boston so he knows the score.

Maybe folks can do what the brahmin did along the banks of the river charles so many years ago and start knocking floors off their vinyl sided shit boxes to save a few ducats on their next payment to the sovereign. This whole thing just goes to show ya that when you pull up the ladder on erreybody else who comes after and you ruin a once great country with your monumental selfishness and greed, your sanctimonious, soggy liberalism, your decadent lifestyles and your "pensions", you still have to pay in the end.

Proposing first week in August be named for Frank White.
While some might see it as a mere coincidence- National Clown Week will give it a local flavor.
