It's a lot cheaper to deny the problem.
I recommend Asimov's "Night fall" for a good analogy of all of this. On a planet with seven suns, a scientist tries to convince the authorities that a rare eclipse will result in total darkness. Of course, he was right, but even he didn't predict what would happen next.

Did anyone in this city think infrastructure was going to get done? But yet certain idiots in this city voted to give developers breaks on paying taxes. But that's OK because people like Byron are rich rich rich and can spend spend spend to line the pockets of big business.
How that affordable housing coming along?
The billion dollar smart sewer system failed again. System must not be very smart, need smarter people to operate it or the city does not have enough big data for the system to operate effectively.
