Stupid idea to begin with.

Lunch should be free at school, with the same options for rich or poor kids.

WTF SMSD? You start giving food away to kids that don't have lunch money and what did you expect? Once one group gets free stuff then those that have the money quit paying, they want free stuff too. Just like socialism. Isn't that what you are teaching in school? Sure seems like it.
Also look at the role model the district is. Legislature offers you the money you've been suing to get and you decide it isn't enough. You are never satisfied. New luxury HQ's. All new school buildings. Teachers making super good money. And no matter what you give taxpayers the middle finger and say "That is not enough". Go screw yourselves.

East fix, end the school lunch program altogether and make the parents responsible for feeding their kids again.

8:55 makes to much sense. Will never happen. It did work for us when I was a kid. After 4th grade we made our own lunch, under Moms supervision.
