The return of a real Winter to Kansas City reveals this town to be completely unprepared for any kind of weather event.

There was a lot of hype about "pre-treating" roads today but those efforts didn't make it far outside of the loop and nowhere near neighborhood street. Moreover, the last from the major snow is still mostly on the roads.

Bigger, better cold weather town's don't shut down for the snow but because of years of misplaced priorities, KCMO is forced to cancel just about everything because of typical Winter weather. Snowfalls are nowhere near a record pace.

The scariest thing about this recent spate of Winter weather is a glimpse at how horribly unprepared KCMO has become in coping with average snowfall.

  15. What's most comical is to hear from clowns like Hernandez about how it';s just impossible to provide decent snow removal (or maintenance, pothole repair, or much of anything else)because of all the "lane-miles" KCMO has, as though that had somehow been imposed on them.
    When you annex property, the law says that you have to provide the same services that are already being provided.
    And you're not much of a "big or world class" city if you choose to spend tax money or superficial crap and then complain that you don't have the funds to clear the city of snow.
    Don't hear much about de-annexation from this crew.
    Just the same old excuses.

    Actually a de-annexation requires a vote of BOTH parties and voters in KCMO would never approve of anyone splitting off.
    With the weather the way it is, it's a great time to stay inside and review state statutes.

    The Missouri Supreme Court decisions relating to the few similar de-annexations that have occurred did not require a approval vote by both parties.

    The Court in all three instances has taken the position that the residents within the City that annexed the land made their desires known at the time of annexation, and since the residents of the annexed land did not have a vote until the 1980 Constitutional Amendments required approval by both parties, only a vote in the annexed area is now required.

    Should the petition process ever bring this question to a vote, that voting would be restricted to the residents living in the Northland, and a simple majority of those residents could accomplish the de-annexation. If that happened, the Court would then appoint a Panel to monitor and arbitrate the de-annexation process.

    The Northland area would then have the option of forming their own Municipality or of merging with any adjoining Municipality.

    The voters of KCMO south of the River would have no say in the matter, just as the residents north had no say in 1951, and hopefully the Southland residents could wave bye-bye as half their land, about 40% of their population and 63%-65% of their City revenues went away.

    One of the three instances of de-annexation that have occurred in Missouri, one involved an "unnamed" Charter City (located to the east of here, directly west of East St. Louis), so my guess (please note, guess)would be that KCMO couldn't successfully prohibit such a de-annexation, although they could probably delay it by using one of their pet judges, but in any case the Supreme Court would most probably have to have the final say anyway. The Court still usually follows its own precedents though.

    If the Star were to still be in existence, I'm having a lot of fun imagining the Editorial Furor that would ensue.
