  2. I assume you mean ALL criminals, like those that drive drunk, exceed the Speed Limits, fail to stop at Red Lights, fail to stop at Pedestrian Crosswalks, run from Police and so on, right?

    Maybe a National Database of State Drivers Licenses (already exists, except for MO and two other States), with a fine and one year's loss of driving privileges nationwide upon first offense and confiscation of the vehicle and permanent loss of driving privileges (note: Privileges, not "Rights")nationwide after a second conviction?
