The plan for the new Downtown Convention Hotel could take money from the Zoo in order to finance a shaky pipe-dream amid global economic turmoil.
Remember that we talked about the Zoo Tax District switcheroo about a week ago and recently City Hall released the MOU and this tidbit was strangely unreported.
It's basically a bond cash scheme but something that's worth locals understanding because it reveals that City Hall is sacrificing just about everything this town has to keep building the house of cards that is Downtown KCMO.
Now, Mayor Sly's office released this report to favorite members of the media but nobody has let the public have it until now . . .

We've skimmed it and here's one of the most insidious passages . . .
Here's the word . . .
"The Developer is working in the capital markets to place special limited revenue bonds secured solely from the Project TIF and Super TIF revenues as described in Exhibit F, as redirected by the City, Couty and the Kansas city Zoological District to the TIF Commission through their respective annual budgets, and to place speical limited revenue bonds secured from the District Financing."
Translation . . .
THAT'S RIGHT!!! KANSAS CITY ZOO TAX CASH COULD SUBSIDIZE THE BORROWING FOR THIS DEBACLE IN ONE OF THE MOST CYNICAL SHELL GAMES DEVISED BY CITY HALL IN THE PAST FOUR YEARS!!!
Like it or not . . . This isn't the penguin plan that voters endorsed when they approved the Zoo tax . . . Unless the hotel plans to serve penguin.
Again, this little fun fact is something that has been tragically overlooked and just one of the many sacrifices Kansas City might soon make to build a Downtown Convention Hotel that may or may not turn a profit.

ReplyDeleteIf you move downtown you'll discover you can get substantial (big) amounts whacked off - reductions on your property tax assessment. This deal is only for people inside the Downtown TDD zone, the so called Renaissance district.

I can't believe that people aren't screaming about this unethical (possible illegal) shifting of DESIGNATED tax funds for a use completely unrelated to the purpose of the tax... on second thought, I can. The level of apathy towards this sort of monkey-business in KCMO is a big reason why it gets worse, and the apathy is encouraged by the local media who refuse to hold government accountable and report what's going on. I understand why the paper is neglecting their purpose, they're on the take from the City and won't bite the hand that feeds them (and gives them MILLIONS in tax abatements). Why the local TV stations won't do more is beyond me...
ReplyDeleteAt this point, we can only hope that the other counties that passed the zoo tax are outraged enough by this action that they either file legal action or reverse the tax, this forcing the city's hand.

ReplyDeleteIn layman's terms, Kansas City can't afford the hotel and they'll do just about anything to fund this tragic, unnecessary endeavor. The FBI isnt' investigating? We need a branch of government outside of Missouri/Kansas to get to Missouri to investigate this. It is more than borderline criminal, it is criminal. Get voters to support a tax and then use the money to fund something else. Where do they do that at?
ReplyDeleteWhy does this shock anyone. Troy has been stealing, I mean borrowing money from water bills and the airport to prop up his personal agenda. This is just one more example. Has no one looked at the PIAC budget? Troy stole, I mean borrowed all the money and now almost all the projects are paying back his debt. When have you seen public works build anything besides a toy train? He should be in jail. This is why he only hires yes men, or women Sherri!
ReplyDeleteThere are plenty of capable guards who handle the stresses of the job in a professional manner. They don't resort to "bitch slapping". So the job CAN be done properly, it just seems that some guards can't handle the job and act in a sub-human manner, resorting to the same sub-human behavior as those they are to watch over. The only difference between these sub-human guards and the "sub-human" prisoners they watch is that the guards are paid by the government and espouse themselves as better than the prisoners. In reality, they are just criminals with a badge.

Its called home healthcare of the mentally challenged. you have some bad apples there too, but for the most part they know what they signed up for and handle the situation like professional, morally responsible humans should. Apparently, Jaxco guards don't possess the necessary skills for their jobs and should be replaced. There is no shortage of people willing to take the job.
