Let me guess Pat Klein got huge overtime pay and he is a salary employee?

Public Works Department for East Patrol.
Aviation Department for unnecessary KCI nonsense.
That means Pat Klein and the rest of the idiots in Public Works siphoned millions of dollars. No wonder this asswipe walks around in sunglasses. There's not an honest bone in his body. What a fuck-up.
