Completely unreported by Kansas City mainstream media . . . A recent move by the Kansas City police board has sent sirens off among a great many of KCPD's rank and file.



A RECENT RETROACTIVE PAY RAISE FOR KCPD CHIEF FORTÉ EVOKES HARSH FEELINGS FROM SOME MEMBERS OF THE RANK AND FILE!!!

We don't want to offend anybody with rough language but this bit of testimony is important to show the harsh feelings stirred up over this move:

"The entire rank and file of KCPD just got a huge shit taken on them. How (Chief) Forte could accept a raise after his guys and gals have had to do without pay steps (not even raises, pay steps promised upon being hired) is nothing short of evil. Just thought you'd want to know."



Proof and details of the move are in recent minutes of a Police Board meeting: 

"3) Following a motion by Commissioner Wasson-Hunt and a second by Major James, the Board voted to raise Chief Darryl Forté’s salary to $163,000 retroactive to his 6 month anniversary in the position of Chief of Police, with another review in May, 2013. The vote was 5-0 in favor"

This retroactive pay bump is a big deal coming off the heels of an insurance flap between KCPD and the City Hall wherein Chief Forté was in favor of a move that many believed was tantamount to a benefit cut.

Additionally, KCPD Insiders and KC Political Insiders have told us that morale within the department is exceptionally low right now.

For quite some time TKC has advocated that better pay and benefits for the KCPD would be a much wiser investment in Kansas City than a silly Downtown "Toy Train" Streetcar. Still, management taking pay raises above workers is never a good look.

As the Summer goes on The Chief faces increasing challenges that now seem even more complicated given the frustrations of a great many members of his rank and file.

    Friends, life is a shit sandwich. The more bread your have, the less shit you have to eat.

    It's not about the City of KC having money, it's about the KCPD having the money. If you don't pay your troops, then you have extra jack to slide to your CEO.

    This is no different than the private sector within corporations. CEO's are hired who subsequently run the company into the ground, only to keep getting monster increases in their salary. OR . . . if they get "fired," they are given an incredible severance package that nets them a few extra millions while they prepare for their next CEO job.

    As a citizen, I'm not even on the sidelines of this issue, but I DO support the working police officers who are doing a job that a large majority of the public doesn't want to do. I think it would be interesting if all of our police actually DID get sick on the same day to reveal how important their work is. The citizens who do look out for each other (like it's supposed to be) won't mind as most of us have a CCW permit and respect for each other.

    I don't begrudge an executive being compensated when that compensation is due, but it simply cavalier to accept any raise at a time when your subordinates are not receiving one. The Ben & Jerry's model (top executives can only make so much more than the lowest paid employee) is an exercise in integrity, but unfortnately, modern-day executives fall short in this area.

  15. Once you achieve the rank of captain it's all about taking care of yourself. You get the fat check, the take home car, and the ability to start and end your shift from home. All this while remaining oblivious to the plunging morale and skyrocketing disgust of your overworked, under appreciated troops. I hear a captain at metro patrol loaded the leftovers from the Christmas dinner into his take home car and took them home to feed his family. This is a man who takes home 4 times more money than some of his troops. That's the mentality and it will not change. They will follow their leader Chump Forte and fleece this city and the rank and file for all they're worth!

  17. Don't just put it on the Chief. The Fraternal Order of Police attend every meeting of the Board of Police Commissioners and they read the minutes of every meeting as soon as they are posted. The Executive Board of the FOP knew that the Chief received a retroactive raise and they chose to sit on that information. Aparently getting the current MOU approved was a greater priority than calling upon each and member of the rank and file to work according to how they were being paid . . . weakly.

    I don't support the Chief accepting the raise, but can any one of us blame him for getting while the getting is good?

    Watching the operation of our Department is getting to be painful. We are saturating the Hot Spots with a directive to NOT put people in jail. Those that DO choose to make an arrest, they are out of service for hours due to the established process.

    I have applications in with several other agencies, but my greatest fear is they will see who my current employer is and then send me a nice letter saying, "Thanks, but NO THANKS!"

    Make no mistake, this was part of a corrupt deal that involved the PD going to city insurance. It was the same deal that allowed him to promote that criminal Hunley. As long as he does whatever the Mayor wants, he will get whatever he wants. Too bad he is only looking out for himself and his pals and does not care one bit about the rank and file or the citizens of Kansas City.

  43. I'm waiting for the day when the Chief comes in to work and sees that he has to run the department with 1/3 the staff like patrol has to do in their divisions every night. Having 8 officers working an area when there should be 25 working at normal staff is something for the public to be concerned about. Having so few officers in patrol is raising response times ten fold and is overworking the officers in the field as they are having to do the work of 25 officers with 8 or so.

    Just my opinion again, but it sounds like money is the smaller part of the equation here.

    Most folks, when they go to work, actually want to accomplish something, do their job right and feel validated by way of the good job that they do.

    A community service job, under the scrutiny of the 4th estate, the media and community at large, no doubt feels this scrutiny more than electricians, bricklayers, retail folks and serivce folks.

    The frustration expressed here, in my opinion is a dirct result of not only the payroll inequities, but infact the cvatch 22 stiuations that officers find themselves in minute to minute becasue of the PC shit forced down their throats by those same superiors, 4th estate, and the community.

    Catch 22 might catch the gang of 8.

    You should ask some rank and file about "blackout time" here in KC. Ask them about triage and how they have to assign priority to murder, death, kill type calls and property crimes might have to wait 24 hours or more before they can be responded to. IF they can even be responded to at all....

    This is a terrible situation where one man has decided to reap more rewards while his people on the ground continue to be overwhelmed with horror and low pay.

    Meanwhile the City Clowncil continues to play lead fiddle while the city falls into ruin.

Don't we have a full time paid position that is supposed to keep us informed on this crap. I know the FOP board knew, why didn't they pass it on? It's not like we don't have tons of social media to get the word out. That used to be the excuse they made, that it was too hard to get information out.   88. I understand the feelings being expressed. The PD got the royal shaft from city hall when it came to raises. the chief has the budget staff working with the city manager to develope a pay Pay plan that would bring equity
    with local fire! if the city wants pension reform (and they do) we have a great opportunity to mandate that parity must first be given. THIS IS A TOP PRIORITY OF THE CHIEF. I know you all are frustrated but please give command the chance to get this done. as faras the 6 months performance review raise the chief was given .This was part of his contract and is in line with other departments of our size. hell we have several department directors at city hall who make more than the chiefs salary. Don't begrudge him for receiving a probationary review raise, parity with fire is a priority with him and negotiations are currently occurring to make this happen

    I don't know where you get your info, I have been on for almost 6 years and didn't take home $40k last year that is almost $10k short of what I was told I would be making when I signed on. As far as working off duty, yes I work a lot of it, but I shouldn't have to work 80 hours a week just to make $55k a year. As far as buying stupid stuff I know some do but I personally do not.   97. Don't give us the same ole bullshit line that parity is a top priority of Chief Forte'. Maybe you don't remember 400 of us were behind him at City Hall when he told the Mayor and Counsil that he knew that they didn't have the money, but he had to ask anyway. The next week the BOPC and Mayor voted to screw the members of the department (supported by Forte'} by going to health care. Even our current BOPC voted after she swore she wouldn't. The BOPC passed a resolution supporting parity, but none of them have been active in the discussion. Now we are told that the city wants pension reform, but this time the BOPC and chief have no chance of getting it passed without the support of the FOP in Jefferson City. We should all attend the next meeting and make sure our voices are heard in this issue.

    This was a huge screw up by the BOPC and Chief, and they seriously misunderstood the level of frustration with this department.

    If parity is really a top priority, where is he? He has never attended any roll calls, and has been silent on this issue. Lead, follow, or get the hell out of our way.

    I tell you one thing, the next FOP meeting better have answers or this department will implode. Maybe the chief can attend and spell out his plan.

Hey dumbasses Corwin hasn't given you a raise in forever. It's okay to blame the black chief who has been in office for eight months. We call you raicst. Again, we call you all racist.     Frankly, this city had and always will be divided. Ie the north of the river is gods country. By they way, the possible gang member in the academy. One if that is true it's fucked up. However, this department consists of 90% white. Therefore, how many jacked up white people have came through? I get it, it's like a black officer policing in the inner city. They only like being police by white people. You all only want to screwed by your fellow white man. Chief Corwin started rejis. Don't forget about Schnell and spencer. What about all the white officers arrested for DUI and assaulting the police. White officers breaking into peoples house on duty. Need I go on? I could.

    All I'm saying if you all have issues with the chief, that's fine but to be a damn racist as a means of expressing yourself, that's bush league. Again, if you don't like it fucking leave. If you are staying how about you help with something, than bitching from the stands. Wait, I thought that's what the fop is for.

    3. You know this isn't really a race thing at all. Its a "doing the right thing" thing. Your people don't get a raise and then you take a 18% raise? What do you expect! Back to the race thing......It only becomes a race thing when you promote of idiots like Randy Hundley. That is a stupid decision that was brought on due to pressure to keep ethnic diversity in the ranks. Whatever happened to promoting good and deserving people who worked hard, not just because they were black, hispanic, asian, etc. You know loyal people like Kevin Murdock, who has been passed over for promotion since Christ was a Corporal. This police department is not our "father's police department." It has changed so much and not for the better. When Darryl was promoted to Chief, I was pretty excited that the PD may be turning the corner to a better organization that people enjoyed coming to work and throwing bad guys in jail. That is not the case. There is so much anger, hostility and diversity between ethnic ranks that I'm suprised that white officers aren't beating up black officers and visa versa. There may never be a fix to this, but the damage from the message this pay raise sends is not fixable. Chief Forte will have to step down and retire and another Chief come in to try and fix morale. But what do I know.....they fired me for working hard and trying to make this a better city. I worked my ass off everyday and where did it get me.....unemployed. Make a few mistakes of a couple decades and then become subject to the anger and wrath of the haters and those former commanders like Laura Barton.

      Good luck to you my brothers in arms. You have a challenge ahead of you.....and like Steve Bishop said in one of his meetings at Metro Patrol Division years ago......if you don't like it, there's the door. Who knows, that open door may be opporunity.

  102. Thank you officer for what may be the most hypocritical post ever on TKC. Its okay that Forte takes a raise because a white Chief did it? Its okay we have a gang member in the academy: Whitey has some bad apples too! Shockingly, you seem to agree with all the complaints on this board, but you become a Forte apologist for no reason besides his race. I've read most of the posts on here. I did not notice any mentioning the Gang of 8 that contained the N-word. If I missed one or two sorry, but I don't think racism is the prevailing attitude.
    To your demand that we leave...why? Is there no room for diversity of thought at KCPD? Anyone who isn't with you is against you? In case you hadn't noticed, we are leaving and in droves! Most of us are responsible enough that we want to get another job before we quit the one we have so we don't become leeches on society.
    One place the Chief has failed without question is in his ability to bring the department together. He has instead created an us vs. them mentality and broken the department into factions with no observable positive results. This man is no leader. Wholly undeserving of his position and pay.

Or work in his officer." First of all I wasn't saying its okay to have a "alleged" gang member in the academy. My point was this department is filled with a bunch of bad apples, black and white.. Second, I never said it was okay for the chief to get a raise. Third, yes there was no direct n-bomb drops after the gang of eight reference, but I can read in between the lines. Why would anyone refer to the gang of eight? Why would anyone refer to a possible black male in the academy.? What does any of that have to do with officers not getting raises, moral going down, and officers leaving? This is where MY POINT comes in. You can have a problem with all that and its fine, but YOUR fellow officers point out the people they are having problems with are black. What does black have to do with anything? I can tell you. It's an response on how others direct their displeasure, with someone different than them. Reread the 65 post; maybe more. Fourth, why leave? Duh YOU DONT LIKE IT HERE. SO WHY STAY? Of course you would throw, again, a race comment in it; "no room for diversity". I can't figure it out, are you calling me a racist or a liberal.     You can have whatever problem with the chief and how this department is ran. However, everyone sat back and watched the previous chief run this department to the ground. Didn't say one damn word. We get a new chief, who happens to be black, and expect him in eight months to unfuck the unfucking over six years. Cause it works that fast. Would it be any different if the chief wasnt black? Yea. So dont complain to me that I'm defending the chief, probably because you think I'm black. White officer have been so disrespectful to this man and have caused the diversity problem.     I'm going to show you something here:

    See how those two comments are nearly identical? Yet, we have somehow reached very different conclusions. The difference is I don't advocate the approach of the fender has a dent so lets demolish the car. One thing Forte has done a reasonably good job of, exception of Lyle Jackson, is getting rid of bad apples. But I don't understand why we would want to refill the place with more!
    Your why leave comment is a lie. Am I to believe you are so concerned with the happiness of the officers you think are racists that you want them to leave for their own personal improvement? No, you don't like that they disagree with you and want them out of the way. At least be honest about it.
    You see no n-bombs but read between the lines. Are you a mind reader too? People can disagree with how someone manages and not be racists. People can point out issues such as the Gang of 8 and the questionable character of the young man in the academy and not be racist. You throw around that accusation with a startling casualness! Look at our discussion, I have made no mention of what race you may be and don't really care, and you still want to loop me in with other comments made from people who probably aren't even cops.
    I don't care what race the chief is. I care about his effectiveness as a manager and this one is failing miserably. The most disappointing part is that Forte was once one of the few popular commanders. He did not use to play the games the way he seems to be now. No one expected anything great from Corwin, but there were high hopes for Forte from black and white officers alike. Those high hopes have been dashed and it feels like betrayal now. He hasn't "unfucked" anything. He's made it all worse. It didn't have to be this way.
