The debate over public safety in Kansas City has taken taken precedence in our discussions on TKC over the past few months.

As our local government and the world face increased austerity, managing precious resources is both essential and often a source of conflict.

To wit . . .

TONIGHT TKC TIPSTERS PROVIDE BEHIND THE SCENES DETAILS AND QUESTIONS OF KANSAS CITY POLICE RESOURCES PUT TO WORK TO PROVIDE FREE SECURITY FOR A LOCAL POLITICO!!!

The question of security for Missouri State Senator Shalonn “KiKi” Curls is the focus of tonight's story.



Obviously, we want all of our local politicos to be safe . . . And we've heard of increased threats to local politicos this year from Jeff City and across the nation.

However . . .

DETAILS AND IMPORTANT QUESTIONS ABOUT KCPD RESOURCES DIRECTED TOWARD MO STATE SENATOR S. KIKI CURLS PROVIDE IMPORTANT INSIGHT INTO HOW THE RANK AND FILE VIEW THE MANAGEMENT OF THE DEPARTMENT!!!

The statement and questions stand on their own but I'd just like to note that this is a volunteer activity and not part of the State Senator's job duties. The following concerns about fiscal responsibility and KC's resources are exceptionally relevant given that KC is looking to borrow another $500 million in August.

Check this statement with documented evidence to back it up . . . I've highlighted the main points of the text.



KCPD RESOURCES

On Friday June 1 there will be On duty officers providing security for Senator Shalonn "kiki" Curls' Black health care coalition. This apparently is an annual event at the Swope health campus at 3801 blue parkway. While I am sure this is a great cause There are several issues here.

First, manpower for district officers is so low that the Deputy Chief took away our wellness hour. This is an hour provided to us on duty to work out or run etc.

Second, the chief as you know has pulled officers and detectives from other elements and put them on the street in order to provide more presence in "hot spots"

Third, why is it that this event is provided free security with on duty officers. The officers will be working over night sitting in a parking lot to guard a trailer full of tables, chairs and bicycles. This is how the KCPD is using their manpower?

The taxpayers are paying for this Politician to have her own security. I guarantee if it was the Hispanic health coalition, or the Italian health coalition, or the Irish health coalition, or the Lebanese health coalition they would be paying the $35 an hour for an off duty officer like everyone else. This is in my opinion a poor use of resources, especially on a Friday night, as well as favoritism. As a police officer I can't put a political sign in my yard come election time, but the chief can send us to guard a trailer on duty for a politician.

So, come Friday night when people call 911 and are told they will have to wait for an officer for whatever emergency they are having they can thank Sen. Curls. Most people would be given an extra patrol request for such a menial task, instead she is going to have an officer from 12am-6am.

The event is designed to provide participants with access to varied free health screenings, organic food giveaways, along with car/booster seat giveaways (installation), bicycle giveaways, bicycle riding safety tips and various other healthy lifestyle activities.

The event will be held on the campus of Swope Health Services, 3801 Blue Parkway between 0800 and 1300hrs.

The Black Health Care Coalition’s “Let’s Move” 5k Walk/Run will kick off the start of the event beginning at 0800hrs and participating Public Health and Safety Fair agencies are requested to be set up before that time due to the closure of streets for the walk/run participants.

Chief Forte is requesting your assistance again this year in providing personnel and equipment. Attached is a listing of requested KCPD elements/department members who have assisted with this event in the past. Feel free to substitute unavailable personnel if necessary. It would be helpful if all department member attendees could confirm participation in this year’s event to me by email before May 18.

  3. Shame on you, and shame on the leaker, for making this story sound as though PERSONAL security is being provided to Curls herself. It is security for an EVENT FOR THE COMMUNITY. The first would be a brazen show of narcissism, the latter is at least theoretically a good thing. There's an argument to be made that this isn't the best use of police resources - and the leaker, in between spurts of racism, eventually makes this argument - but the way you framed it and talked about it, it took almost to the end of the story to realize that Curls wasn't receiving a personal security detail from KCPD.

    I think its very sad the way you, Tony, are letting yourself be used by the folks at KCPD who just can't reconcile themselves to a Black police chief. I'm surprised that you're so willing to let yourself be taken advantage of in this way.

  5. Shame on you 7:44. This isn't a community event, it's a "black" community event! The officers aren't assigned to protect the senator. That would be easy to justify in this day and age. They are assigned to guard tables, chairs, and other trappings of this "community" event so they won't be stolen by the area residents, who are, you guessed it, black! Pulling an officer from a force that is already undermanned, on a weekend in one of the most violent areas in one of the most dangerous cities in the nation to protect furniture do that the gang of 8 can curry favors with a senator is not good for any community...white, black, Italian, or other!!

    The use of KCPD officers to guard property is blatantly wrong- unless the event's organizers are pulling and paying from the off-duty pool.

  18. I hate the fact that the certain members of the BOPC have fought against KCPD members having our political rights, but did nothing to stop commanders from registering as lobbyists. Several of our current commanders spent taxpayers' monies lobbying for issues important to commanders and BOPC members, all the while fighting against every other member's political rights. That being said, we should be providing security for our local political leaders, regardless of political party or race. There are zealots out there on all sides, and because of that we have to safeguard our elected leaders. Most rank and file members don't know that Senator Curls and several other elected officials received threats this year and she deserves our protection. The protection of the Senator isn't a racial issue, it's a health care event, period. Senator Curls has been a staunch supporter of the rank and file and our battle to regain their political activities. I would proudly stand for several hours protecting her.

Maybe it's supposed to be called the "Health Care Coalition" and somebody just put the word "Black" in front of it by accident. They should fix that because if we remember history, the black community fought hard for the end of special treatment based on race, segregation of anything, and racially exclusive business or services. I wonder how hard they would have fought it they knew what their ancestors would pervert it into and say is now acceptable because it's them doing it. Thank god it's not a race issue. Were police also forced to watch tables at the Irish Fest, I'd be interested to know

Then maybe our police chief will call off his search for his lost razor long enough to do some effective police work and put a dent into the high murder rate.

  20. This isn't the first time that officers have been assigned to things like this. I know of several occasions where officers have been "assigned" to "watch" Cleaver's Green Impact Zone building or parking lot, his campaign office, and other events. Officers have also been assigned several times to guard the Governor when he comes in town, even though the Governor already had four State Troopers on his protection detail. This kind of waste is alot more common than people know of. Last year four to six officers were assigned to watch Funkhouser's office in the River Market around the clock for about two weeks. These were On-Duty officers that were taken out of their normal duties to sit in a car and watch a front door to a building. While many of these assignments listed above seem pretty balanced when it comes to the demographic of the person or property being protected or watched, there are several other assignments that cannot be discussed right now where officers were assigned to watch black politician's homes for days and in some cases weeks at a time. These are just the tip of the iceberg of KCPD waste from the command staff that ends up putting residents, citizens, and the rank and file in a bad position.

    Glad that KIKI is leaving the MEC employees alone this weekend. Her group, Freedom INC (AKA Freedom Founders)is just going to have to suck it up and take the $250,000 fine. Maybe they can use some creative wire transfers.

  36. Here is a money quote found on the website of the University of Missouri: "The Missouri Constitution prohibits the donating of public funds,even to worthwhile charities." The Black Health Care Coalition is registered with the Missouri Secretary of State as a non-profit corporation and is therefore a charity. If the KCPD is expending resources for a charitable organization (i.e. providing free security for the equipment) it is donating public funds to the charity. Every other charitable organization in Kansas City should expect the same free security service from the KCPD. If they don't get it, they probably just need to add the word "black" to their name.

  38. Looks like the police and city budget problems are over. Back in December when the Occupy protesters wanted the Police Board to waive the usual fees so Occupy could have a march, the Mayor was quoted as saying the City couldn't afford to waive the cost. Something about a "shoestring" budget. apparently the budget isn't so shoestring anymore because the police can now afford to give away what everyone else gets charged for. Someone from the ACLU should be all over this.

    This is precisely why the law prohibits the government using taxpayer money to make donations like this. When the black police chief donates taxpayer dollars to a black charity but refuses to make a similar donation to other organizations that aren't "black" it smacks of racism.

    It is even worse that people either excuse this behavior or turn the other way because they don't want to be called a racist.

And before you make the absurd claim that the checkpoints are paid for by the feds, keep in mind KCPD must match one third of those funds.     The Black Health Care Coalition was billed by KCPD for security detail weeks ago. The event permit would not have been issued without paid off-duty officers.

    Come on out tomorrow..I would love to chat with anyone about why it's necessary to have a Black Health Care Coalition--an organization with a vision for health equity for all. An organization who's services have helped thousands of people who don't happen to be black, access free mammograms, free prescriptions and basic health services. Learn about disparities that exist in the entire community ---then we can have an intelligent conversation.

    I also invite you to the Ethnic Enrichment Fest, maybe then some of those filled with hate on this thread can see the beauty of all cultures and celebrate together as one Kansas City community.

  55. Trust me there's a lot more going on behind closed doors than you think. The officers do what their told because that's part of our job. But the command staff has changed drastically over the years and they have more hidden agendas. Its horrible because normal tax paying citizen is paying for these decisions and hardened criminals are capitalizing. Kansas City is following the path of Detroit and it will take years before we can recover.
