I can't remember the specific date or magazine, but in the mid to late 1990's there was a lengthy article on the most corrupt cities in the USA and guess what, Kansas City made the cut. Granted, this was during the Carol Coe heyday, but if you scratch the surface I don't think much has changed.
Don't even get me started on the 1% earnings tax...
