"The new rules will not affect the Nebius facility, a hyperscale data center on 400 acres at Highway 79 and Little Blue Parkway that broke ground in May. The project drew opposition earlier this year after the previous council approved tax breaks for the company. Voters later removed two city councilors who supported the project and recalled another.
"Under the new rules, the city council must approve “major” data centers before they can be built. Major data centers are defined as those with electrical loads greater than five megawatts."
