The plan covers what the city calls the Redevelopment Area — the same footprint already approved for the Royals’ and Hallmark’s planned “Ballpark District” through a separate rezoning application filed earlier this year. That area runs from Pershing Road and E. 22nd Street on the north, down to E. 27th Street on the south, and from Main Street on the west to Gillham Road on the east, covering roughly 147 acres, according to the city’s own Existing Conditions Study
