Kansas City Parking Ticket 'Barnacle' Crackdown ALMOST Explained

Large, yellow rectangular devices known as barnacles are slowly being implemented across Kansas City as an alternative to traditional towing for vehicles with multiple unpaid parking violations. It's one of two vehicle immobilization devices used by the parking division, the other being a paylock, also known as a parking boot.

The barnacle has commercial-grade suction cups that stick onto the windshield glass with 1,000 pounds of force, covering nearly the entire windshield and blocking the view. The creators of the device say it makes forcible removal "next to impossible."

The parking division said on its website this approach offers a more accessible alternative to towing, "helping vehicle owners resolve outstanding fines without losing access to their vehicle or incurring excessive additional fees."
