Kansas City Parking Ticket 'Barnacle' Crackdown Debuts

You may have seen the big yellow windshield-like blockers popping up on some vehicles downtown.

They are called “barnacles.”

Kansas City’s Public Works Department has been using them for several years.

“This program targets scofflaw violators—vehicles with three or more unpaid parking tickets that are at least 21 days past due,” the city of Kansas City says.
