After Kansas City Council repealed an ordinance mandating the city make emergency repairs at North Lawn apartments, lawmakers directed the city manager to strike an agreement with the complex's new owner to make the repairs instead. Organized tenants, meanwhile, say they’re still living in deplorable conditions.
