"In May, Independence interim Police Chief Douglas Brinkley did something that must be commended: He took what he learned from residents and their concerns about high-speed pursuits, studied the department’s own data on the topic and issued an executive order limiting police chases to violent felonies. As a result, only four high-speed chases have occurred in Independence since then, according to city officials . . ."
