
An emergency plea from a friend of the blog and a longtime, local petitioner . . . Here's the word:
Chastain to Mayor Lucas: Put Certified Monorail and Stadium Petitions on November Ballot Now
In order to be remembered as a Truly Honest Mayor, Mayor Lucas can (on Monday, Aug. 24th, before 2 pm) call for a Special Session of the City Council for Tuesday August 25th & lead the Council in placing 2-Certified Petitions (Monorail & Stadium) on the Nov. Ballot. The last day for the Council to certify ballot ordinances to the 4-KCMO Elections Boards (for Nov. 3) is August 25th @ 5 pm.
WHY does Mayor Lucas refuse to place 2-Certified Petitions on the Nov. Ballot when he professes to be a "believer in the petition process"? We don't know because no one in the media has asked the Mayor that $ Billion question.
On 8-20-26, Mayor Lucas told the People (on 'Mundo in the Morning' - KCMO Talk Radio) that he was a "believer in the petition process" and that the people "are entitled to a vote (on the Downtown Stadium)". Say what Mayor? On July 22nd the City Clerk presented to Mayor Lucas & the Council 2-Petitions that she qualified as being "entitled to a vote" in Nov. The Charter basically provides the Council 2-options: (1) Place a Petition on the next regularly scheduled election ballot (in this case, Nov. 3) or take no action (a Charter flaw Chastain is challenging in Federal Court) and hold a Petition for 60-days. Mayor Lucas & the Council decided not to place the 2-Certified Petitions on the Nov. Ballot, even though the Mayor said, "I'm a believer in the petition process". Instead, Lucas decided to hold both Petitions for 60-days in his "Special Committee for Legal Review" (which he has not convened in 7-weeks)! When the 60-day period expires it will be too late for the City to place the Petitions on the Nov. Ballot. Surprise!
So in effect, Mayor Lucas has dishonestly exploited the 60-day period to delay a vote on 2-Major Petitions until sometime in the distant future because Lucas knows both issues will likely be moot by then.
Incredibly though, Mayor Lucas went on live radio (last Thursday) and lied to the listening public by professing "he is a believer in the petition process" and that, "the public gets their vote on a (FUTURE) Ballot".
Thus far, Mayor Lucas has bullied the Petitions, intimidated the media and lied to the People. He can serve the public good by changing course on Tuesday August 25th, or be forever branded as a Mayor that was not "Truly Honest" with the People of Kansas City.
