"Don't expect any announcement until after the November election. No politician wants to make this a campaign issue.
"The proposed STAR bond district is already more than 300 square miles. Based on the state's own agreement, which allows the Commerce Secretary to adjust the district over time, I believe it could eventually expand to include much more of Johnson County, including areas that were left out of the initial proposal.
"Bank of America and Wells Fargo are leading the financing process. My prediction is this: once the bond market weighs in, investors will demand significantly higher interest rates than many supporters expect. If that happens, the pressure to expand the STAR bond district, and capture even more sales tax revenue, will only grow.
"We're repeatedly told, "There's no tax increase." That's true in the narrow sense. But redirecting sales tax revenue from one of the state's most productive economic areas comes with real opportunity costs."
