What nobody tells you about this program . . .

Kansas City's minority hiring requirements actually benefit mostly white corporations just as much as a small handful of minorities who garner cash from the scheme if only because better numbers create an illusion of "diversity" without having to achieve any real representation. 

Translation: People who REALLY understand how MWBE works in Kansas City know that EVERYONE takes advantage of this program.
