"Businesses can challenge regulatory actions (such as liquor license suspensions or zoning disputes) by proving the city unequally applied its own ordinances, targeting specific establishments while ignoring identical violations elsewhere.
"While rarer, some operators have pursued litigation accusing the city of actively allowing rampant crime and failing to maintain public infrastructure around their locations, essentially forcing them out."
