"In the lawsuit, the organizers of Downtown Days are accused of not taking reasonable precautions to provide security to protect patrons for unsupervised youth.
"The lawsuit also said organizers failed to prevent crowds of youth from getting rowdy and intervening when the crowds of youth were disturbing the peace of others."
