Whilst many note the establishment as a haunt of the criminal class . . . The top law man in the county shares a more concerning perspective that hopes to inspire local action against corruption . . .

"As a patrol officer with less than two years of experience, I had the opportunity to witness misconduct firsthand.

"Driving by the Green Duck, 2548 Prospect, today caused me to reflect on an incident I was involved in there years ago.

"I was assigned to participate in an undercover operation involving the business. Part of my role was to pose as a patron and gather information regarding possible criminal activity inside the establishment.

"As I gathered information and relayed it to other officers, the operation moved forward. Officers entered the business and ordered everyone against the wall with their hands spread apart and their legs apart. Everyone complied immediately.
As an officer approached a man standing to my right, he accused the man of dropping a small plastic bag containing a rock-like substance. The man denied dropping anything.

"Without question, I knew the officer had not seen who dropped the bag. The bag had been on the floor long before the officer reached either of us.

"After the situation was under control, I pulled the officer aside and told him that I knew he had not witnessed the man drop the bag.

"I later informed a supervisor about what had occurred. I was told that no policy or law had been violated because the officer had not cited or arrested the man.

"Had I not been present, that man could have been charged with a crime if the substance in the bag had been determined to be illegal.

"Wrongful convictions happen more often than many people realize. Wrongful convictions can start with negligent hiring. 

"Please file a complaint if you feel your rights have been violated . . ."
