"Mike O’Neil is an attorney and former speaker of the Kansas House and he argues that Kansas Gov. Laura Kelly incorrectly stated the State Board of Education has constitutional authority over school curriculum.
"According to the Kansas Constitution, the State Board of Education has "general supervision" over public schools, not direct control.
"The Kansas Legislature holds the primary constitutional authority to set education policy and can assign duties to the State Board."
