The financial flex has two sides and one of them involves the deep desire to acquire more paying tenants in prime locations . . . Check-it:  

The department inaccurately reported its budget and did not understand its own finances.

“Department leadership provided an inaccurate amount for its annual budget,” the report states.

Additionally, the report says the department did not provide adequate or sufficient oversight of its financial information and systems, making it difficult to track its financial resources.

Leadership provided various figures – including $80 million, $100 million and $400 million – for the deferred maintenance backlog, none of which could be corroborated with the information provided by the department, according to the report.
