"The Missouri Senate approved a measure just past midnight Thursday to replace the state income tax with sales taxes and put the plan before voters. The bill instructs the future general assembly to create new sales taxes for the purpose of eventually eliminating the state income tax, but it is unclear how future lawmakers would be forced to comply."
