Kansas City Passes Mini Liquor Bottle Ban Despite 'Special Legislation' Missouri Threats

Again, for context . . .

Special legislation is a law that applies only to particular individuals, entities, or specific geographic locations, rather than the general population. It singles out specific cases for unique benefits or restrictions, such as a law allowing one specific town to set unique tax rates. Many states restrict this to prevent unequal treatment.

Very often, courts overturn these efforts from legislators despite best intentions. 

In this case . . .

Black leaders at 12th & Oak want to deny a drink to poor, "Black & brown" people based on little more than the fact that residents are "Black & Brown" and live in lower income areas. And so, that very reasoning prompts reasonable questions, legal review and probably push back from Missouri legislators for a lot of reasons but mostly because: If a white person suggested this dumb move they'd be universally derided, cancelled and probably run out of office . . . 

And so . . .

Overturning this effort at the state level might not be as difficult as city hall insiders think . . . For now, here's the legislation aftermath . . .

Ordinance 260250, which places restrictions on certain quick-consumption alcohol products, passed in a 7-6 vote.

The Prospect Avenue-Southeast, Independence Avenue, Midtown, Central Business District and Blue Ridge corridors have been identified as the "Retail Alcohol Impact Areas" based on community input and public safety data, per a press release from the city.

"We listened to our community, we looked at the research and today we delivered,” Councilmember Melissa Robinson, 3rd District, said in a press release. “This ordinance is about protecting our neighbors and giving these communities a chance to meet their full potential. I'm proud the council stood with residents today."
