"Governor Kelly made clear that she does not oppose civics education. In fact, she affirmed its importance. The issue, instead, was who gets to decide how that education is delivered. Allowing lawmakers to impose curriculum requirements risks politicizing classrooms and undermining the carefully designed balance of authority in Kansas education governance.
"Moreover, the State Board of Education already has standards in place that include instruction on various political and economic systems, including communism and socialism, as contrasted with various forms of democracy. The bill was therefore not addressing an education gap, but rather attempting to impose a specific framing and additional testing requirement from outside the established process.
"In this light, the veto was not a rejection of civic literacy but a defense of institutional roles . . ."
