With the lowest audit rating of poor, Auditor Scott Fitzpatrick determined the assessment process was "flawed" and the appeal process "stacked the deck against taxpayers."

According to the audit, hearing officers had an incentive to mediate as many appeals as possible, guaranteeing a $100 bonus for meeting a quota for signed agreements each day.

Sean Smith to Introduce Moratorium of Property Sales of Delinquent Tax Accounts



Kansas City, MO –The Missouri State Auditor’s report concluding the findings from the Jackson County Assessment Appeals process was released to the public this morning. “The State Auditor’s report provides the most comprehensive evidence that the appeals process for property owners in Jackson County is fundamentally flawed,” Jackson County Legislator Sean Smith said of the report, “as a result, I will be introducing legislation calling for a moratorium of any tax sale resulting from overdue residential property taxes, if that delinquency includes the flawed assessment of 2023.” Earlier this year the Legislature passed reforms to the Board of Equalization that would require the Assessment Department to present evidence meeting a higher standard of proof and mandating that those documents be uploaded much earlier in the process than what appellants have seen in the past. Smith believes the Auditor’s report further justifies the need for assessment reform in the county.
