"Investigators learned that recordings on Ludwig’s phone suggested there were at least 65 unknown additional victims. All the recordings showed Ludwig’s phone positioned inside an all-gender restroom stall and placed beneath the stall partition through an approximate 2-3 inch gap, angled upward into an adjacent occupied stall, according to court documents."
