Missouri Solves 'Fatherlessness Epidemic' With New Legislation?!?

Unless it's one heck of a tax break, earplugs and a paid vacay plan to Thailand . . . We're not sure if this is gonna work. 

Still . . . The cultural implications are obvious as even the American heartland and red states are worried about so many dads who never came back after going for a pack of smokes . . . Check-it: 

"House Bill 1948 will create a program working with the state’s department of social services to support nonprofits helping more dads navigate fatherhood."
