KANSAS CITY, MO. (March 20, 2026) – Justice Horn, was the champion of the all gender facilities across the City of Kansas City—most notably throw a resolution and administrative regulation passed by the Kansas City Council. There all all gender, single stall facilities at the Kansas City Zoo, new Kansas City Fire Stations that choose to incorporate them, and the Kansas City International Airport. Justice has released the following statement:
“As the former Chairman of the City of Kansas City LGBTQ Commission—the body that championed the all gender facilities at the Kansas City International Airport—I want to address the disturbing incident reported at the airport.
According to reports, a restaurant employee at the airport is accused of entering the all-gender restroom, going into a stall next to a woman, and attempting to record her by placing his phone under the partition. The victim saw the device and alerted authorities, and investigators later found multiple videos on the suspect’s phone, indicating repeated behavior. He has been charged and booked into the Platte County Jail. This was a deliberate and serious violation of privacy.
This was a criminal act—predatory behavior, plain and simple—and the individual must be held accountable. It also raises important questions about hiring practices and background checks for employees working in secure, high-traffic public spaces like our airport.
Reported information indicates the accused is a straight man. Let’s be clear: this was a man choosing to prey on women. Individuals who commit acts like this do so in any environment, regardless of restroom design.
Since the new airport opened, 12.1 million passengers have traveled through it. This is the only reported incident of its kind. One incident is too many—but it reflects an individual’s actions, not a failure of policy.
We must hold people accountable, demand strong hiring standards, and stand by inclusive, safe policies at the same time.”
