"Ordinance 6050 was advanced without adequate involvement from key stakeholders. As written, it presents significant enforceability concerns and raises issues related to the safety of law enforcement personnel. The ethical implications of enacting a measure that cannot be effectively enforced should not be overlooked. 

"Passing legislation that is known to be unenforceable risks creating confusion and placing both officers and the public in difficult and potentially unsafe situations. Further, giving false hope to constituents by passing an ordinance that is known to be unenforceable is unethical. 

"What is the opinion of the County Counselor's Office? Should they not support this ordinance, that fact alone warrants serious reconsideration. Legal viability must be a foundational requirement for any measure under consideration."
