Councilman Jonathan Duncan, an Army veteran, focused on (an) Officerwho has killed three people and cost the department millions of dollars in settlements, yet remains employed.
“It’s distressing to me that I had a greater expectation of conduct in a warzone, then police officers have on the street. My escalation of force and rules of engagement were more strenuous then you’re allowing your officers to conduct themselves for our residents and that is unacceptable,” Duncan said.
