The new law prohibits tow operations from removing vehicles if the owner is present and can move it themselves, increases penalties for illegal or unlicensed tows, requires written authorization on private property tows and requires the city to create an online platform where all tows must be reported.

The law also establishes the "Towed Vehicle Owner Bill of Rights," which aims to educate vehicle owners about their rights and the limits of towing companies.
