Very much like the KCMO ordinance that sparked controversy last week, Jackson County Chairman Manny Abarca is introducing an ordinance establishing a moratorium on approvals for privately owned detention facilities through 2031.

"If approved, Jackson County would be prohibited from approving permits, zoning changes, development plans, or other authorizations for detention facilities that are not owned or operated by a county or municipal government.
