Probably not . . . Instead, this is just more pre-file garbage so that Missouri politicos might imagine a great future tolling social media from a nicer Beltway office . . . Check-it: 

"House Joint Resolution 107, prefiled Monday by Rep. Mike Steinmeyer, lays out a process for city and county voters to decide whether Kansas City should operate entirely independent from county governance.

Both Kansas City and Jackson County voters would have to approve the plan for a separation to move forward."
