The breach seems like it's part of a coordinated haxxor effort . . . Here's how one official explained it:
"Harmful content had been uploaded via the agency’s online complaint portal. But he still does not know where the documents came from, how they became publicly accessible or what had motivated the breach."

Kansas attorney general site hosts illicit content in apparent national scam campaign
The links appearing on the attorney general's website opened PDF files containing instructions on how to access illicit content, such as AI tools that "undress" individuals in photos.
