"The Kansas City Council and Mayor Quinton Lucas passed new rules on Thursday to prevent violent crimes at chronic nuisance businesses, parking lots and trouble spaces.

"However, one business the city hoped to force to cease operations remains in business. October 29, Mayor Quinton Lucas’s office announced that Downtown Market, which the city says is a nuisance, had 10 days to close its doors . . . FOX4 saw police in the area outside and the business still operating. The Mayor’s Office said it’s an ongoing civil matter. "
