"The Missouri NAACP is challenging the state’s Republican-led plan to redraw congressional districts, arguing the governor lacked the authority to call a special legislative session. Lawyers for the civil rights group said Gov. Mike Kehoe did not face the “extraordinary circumstances” required under the state constitution to convene the session. The NAACP says it is the only organization legally fighting to block the outcome."
